The photo of the roosting marbled godwits is beautiful. I live in the 'big city' of Ocean Park (compared to Tokeland) and I want to say that I support 100 percent your desire to save the old floats for the godwits. I also support 100 percent keeping Tokeland small and quiet. You will get birders whether you have a coffee shop, souvenir shop, whatever, or not – I know because I'm a life long birder. Birders come for the birds. If you do develop the marina, keep it true to the beautiful area around it. You have a treasure.
